Manhattan, Lockport and Chicago Heights are offering thousands of dollars to people who buy homes in their communities. The goal is to attract residents who will stimulate the local economy. 

In one town, it's shiny new appliances, fluffy carpets and gleaming countertops. In another, it's older homes -- some in blighted neighborhoods -- and most without any luxurious amenities.

But the idea is the same: Offer cash to homebuyers.
